If it rains, our honest advice is "enjoy as much as you can".
Unless it's a very unique situation, in Punta Cana it usually rains for 20 minutes and then it stops. And then it starts again, and this cycle repeats a lot on rainy days. The best thing to do is to get married before the shower starts all over again, and this usually can be done without any problems. If it is a rare situation in which it rains for hours, the ceremony could be moved inside and this isn't great in most cases. Wedding Venues might be prepared for something like this, but most resorts will offer you to have your ceremony in a pretty dark spot that doesn't look romantic or lovely at all. If it was my wedding, I'd insist on having it outside between showers. Go for it.

A lot of things might be affected by the rain, so your wedding planner -if you get married inside a resort- will approach you and offer you to move the reception indoors. That's the first thing they need to solve, so there is your option and you have to decide if you want to go with the backup plan right there and then, or not have a backup later on. We've seen it all: Brides who don't freak out and decide to stay outside with or without rain, others who actually prefer the AC and move the reception inside, and other brides who cry uncontrollably and completely feel that their day is ruined. For these last ones, a big part of the day is actually ruined because the attitude changes everything around the bride. If she's happy you'll see everybody relaxed in a bridal room. If the bride feels devastated because of the rain, we noticed that almost always there's an awkward silence which is very difficult to break. And it shows. In the pictures, in the video, and throughout the day.
Do you like the option they have indoors? It's the time to decide whether you want to have the reception under the rain (if they allow you to!) or simply move inside and enjoy some air conditioning while you dance your feet off! Either way, we strongly recommend you to accept the weather as it is and enjoy the moment, because no rain should stop you.
